When you enter a mine or a warehouse all it's information will be displayed.
In this case we have Metal Mine.
You can see:
Actual level,
Upgrade time for next level
Energy consumption in next level
Cost of upgrading
But you can also see a blue shield, what's that?
That blue shield and circle surrounding it is where your mine health is displayed. In this case, if you pass your cursor above it, it will display a tiny pop-up which says "100.00% Health".
Which means that your production has no alterations from usual.
If you see this yellow neon and yellow numbers, it is a warning to check the indicated mines and warehouses to repair them or increase the storage capacity of that resource.
