To access the Intergalactic Stock Market (ISM) you must click on the resource you want to trade, in this case Metal:

You will need to click on "Trade Metal/BKM":
You will land on the ISM page for the Metal/BKM pair:
In the panel at the bottom of the page you can place your Limit and Market Orders, both Buy and Sell:
